Will I own the website when it is finished?
You should. Confirm in writing that the code, the design files and the domain access transfer to you on final payment, with no continuing dependency on the agency's hosting, licences or accounts. If ownership only transfers while you keep paying a retainer, that is a rental rather than a purchase.
